Are neodymium-iron-boron magnetic steels contained in electronic products subject to restrictions on rare earth exports?
Neodymium-iron-boron magnetic steels contained in electronic products may be subject to restrictions on rare earth exports.
On April 4, 2025, the Ministry of Commerce of China and the General Administration of Customs jointly issued an announcement to implement export controls on seven types of medium and heavy rare earth - related items such as samarium, gadolinium, terbium, dysprosium, lutetium, scandium, and yttrium. These cover various forms including metals, alloys, targets, permanent magnetic materials, oxides, and compounds. Neodymium-iron-boron magnetic steels belong to permanent magnetic materials. If they contain the medium and heavy rare earth elements listed in the above announcement, an application for permission needs to be submitted to the Ministry of Commerce before export, and the export can be carried out only after approval.
If the neodymium-iron-boron magnetic steels in electronic products do not contain the above - mentioned controlled medium and heavy rare earth elements, they are not directly affected by this export control policy.
